With the progress for information age, digital image processing technology and communications technology have highly developed;multimedia communication has been taken on booming. As an application instance, video conference has gained wide development. But most domestic video conference system adopts encapsulated library function to realize video codecs. Owing to a lack of enough understanding in technology implementation detail, the codecs is difficult to be used flexibly. At present, researching own video codecs is becoming a hot topic.After lucubrateing ITU-T H.263 recommendation and characteristic of TMS320DM642 DSP. This paper brings forward H.263 video codecs implement scheme based on DSP, and aiming at video application's characteristic it provides testbench scheme. This paper truely realizes H.263 image encoding, decoding and network transmission functions on TMS320DM642. To meet real time request, this paper also optimizes key arithmetic and data memory.This system adopts multithreading design method. Video codecs is divided into eight parts, which are input task, encoder task, network send task, network receive task, output task, control task and network initialization task. These tasks are executed concurrently, using a scheduler to control CPU time distributed to given task. Each task is independent with others, so it is easy to maintain and extend.Video codecs realized in this paper have been successfully applied to video conference system. It has good effect and basically meets the video conference device technology request which is putted by ITU-T and the information industry ministry of our country. Mainly conforming to overseas and domestic trade standard, with integration, interchangeability, synchronization and compatibility, so it has tremendous market potential.
