With the development of the industry and the improvement of the life, the electric users have more and more high demands for the reliability and the security of supplying power. In order to prevent the equipment failures and production accidents, it's necessary to measure and monitor the state of the power network. All kinds of operation parameters should be analyzed to evaluate the running quality of the power network.According to the practical demands, the national standard on the power quality description and the measurement has been firstly analyzed in this thesis. Since the algorithm of harmonic detection is cared about more and more, this thesis does lots of researches on it and has proposed a new FAFT algorithm based on the wavelet transform reconstruction. With this algorithm, not only each stable harmonic is obtained, but also those unstable disturbances can be analyzed. And by using this new algorithm, the request of the hardware can be deeply reduced.With the widely use of Virtual Instrument, a networked detection and analysis system for power quality has been designed and implemented in this thesis, which has adopted the digital measurement methods using the computers, and has combined the Virtual Instrument technology and database technology. According to the analog measurement method of flick offered by IEC, the digital filter has been designed to measure the flick. The result of the system test has proved that the analysis function of the system is excellent.At last, two practicable system schemes have been proposed. One is the multiple monitoring model based on the PC and the network, using the technologies of database, DataSocket and pcAnywhere software. The other is the portable measurer based on PDA and wireless network, which is very useful, and represents a new measurement mode.
