The Web-based Education of Universities has stepped into steady development stages after subjected heavey frustrations, but confront enormous social needs and competition of abroad distance education institutions, and how to deal with higher demands of simultaneous increase of quantity and quality of web-based education that raised by social development, and how to gain a firm footing in the fierce market competition,all this have become urgent problems that have to be solved by Web-based Education Universities.Therefore, distance education researchers focus on how to change concepts, all learner-centred, provide efficient and comprehensive learning support services for learners.In this article,we bring forward a model of learning support services design which under the guidances of Constructivism Learning Theories, Distance Education Theories, and Educational Technology Theories,with its main idea of "quality assurance and equal learning experience and effect providing ", through a comparison and analyse of some successful examples of learning support services domestic Web-based Education Universities and abroad Open Universities,as well as questionnaire. It includes a basic principle, a process, a frame and a mechanism,which are formed on the basis of the systematic theory of instructional technology and the model of instructional design.The main characteristic of this model is as follows: it start with the needs of learners, under the guidances of assurance web-based learners gain equal learning experience and effect compare with traditional learners, aiming at the quality assurance of web-based education.Then design an overall programming of learning support services system and make it playing ideal service functions through frequent evaluation and modification.
