As the network technologies developed rapidly, conventional billing system has been dropped out in dealing with complicate billing processes, and can not take a quick response to market requirements. This thesis brings forward a policy architecture to meet the flexibility requirement based on the analysis of eTOM (extended Telecom Operation Map) billing system.This thesis summarizes eTOM billing processes,provides a behavior model for each autonomous software module, and derives abstract policy rules based on these behavior models. This architecture is designed based on NGOSS (Next Generation Operation Support System) policy system, and takes IETF policy architecture for consideration as well. This architecture is organized in according to eTOM Billing layering business map to inherit its generality. On the one hand, this policy architecture inherits the features of generality and standardization and layering structure of eTOM Billing; on the other hand, this architecture is built upon the concept of service. These characters give this architecture abilities to match the controlling mechanism requirements of eTOM Billing very well and improve the abilities of dealing with complicated billing processes and rapid response to market requirements. It is a standardized and refined version of conventional billing policy architecture. At the same time, this system is easy to map to conventional one for it is built after detailed comparison with conventional billing architecture. The application of this policy system on data collection, dynamic pricing and discount business proves that this policy system can help billing system to realize rapid response to the market and enhanced reusability of process modules.This thesis also gives a Ponder description of this architecture and implements a model with java in according with the Ponder deployment mechanism. This model adapts some concepts and technologies introduced in NGOSS, including policy SID, JMS, XML, etc. This is an exploration of NGOSS application. Then, this thesis implicates implementation of this policy architecture by illumination of a model of billing system based on this policy architecture and an instance ofdynamic pricing.At last, the paper analyses trends of billing management system and introduces directions for further study.
