As a result of the diffusive impact and the rapid development of network, the edbiz have been changed greatly in nowadays. New types of teaching using the long-distance audio and video signals, which are transmitted by network have emerged as the times require. In order to satisfy the needs of communication in long-distance education, we must build a high qualified platform in the network. China Education and Research Network (CERNET) offers a nationwide platform for distance education. For large coverage of Chinese distance education, especially the video conferencing based on IP multicast, distance course, VoD and Multimedia applications, it needs to develop better network performance and service.With the background of CERNET development, the article investigates and analyses the key technologies of high performance layer of network information service, and describes in details design and implementation of the network architecture based on IP multicast, multimedia content delivery system, network performance measurement and monitoring, and network management. This article also provides the solution including the evaluation parameter matrix of CDN, and designs the system of voluntary multicast network performance measurement based on Beacon and prototype system of unit integrated management based on XML technology for distance education application.This research project aims at the key technology research of network engineering for the bridge between distance education and advanced network infrastructure, it will be good reference for other research activities of designing the multicast system over LAN and its management system.
