Higher education is intended to cultivate advanced talented people with special skills who are both innovative and practical. As talented people are produced through teaching activities, teaching is always the focus at an institution of higher education, whose quality determines the quality of the talented people given birth to, and the existence and development of higher education. Undoubtedly, quality means life or death to higher education, hence improving teaching quality has always been the eternal pursuit of higher education. However, there is no quality controlling system in the present practice. The performance of teaching management cannot be appraised accurately, and there is a weak relationship between the quality of work and the compensation of employees. Meanwhile, there is no enough modern IT foundation in many colleges and universities, and they have a lower efficiency and a higher cost of operation. Consequently, a scientific, standardized, applicable and effective system to guarantee teaching quality must be constructed to ensure constant improvement of teaching quality. With knowledge economy developing, international competition in the way of teaching resources intensifying, the national higher education expanding and its shifting from elite education to public education, teaching management in higher education is faced with both new opportunities and challenges.To tackle the problem better, this dissertation, based on comparison with and reference to management theories on teaching quality from home and abroad, has probed into the teaching processes of higher education. In the light of the characteristics of undergraduate teaching quality management system in our higher institutions, dramatic improvements could be brought about through constructing basic models to present the interactive relationships between the various key elements comprising this system, and using them to enable us to comprehend the true causes behind the system. To ensure a highly organized quality management of talented people, to prevent arbitrariness and reduce errors, we must, on the basis of different sectors and facts, establish scientific methods, set up a whole-process monitoring mechanism consisting of prevention, process control, evaluation and promotion, and implement a mobile control over the whole process to ensure that every part of the cultivation work goes under control.By applying the theory of overall teaching quality management, this research hasconstructed an integrated monitoring system of teaching quality in higher institutions. The system is composed of five sections: the idea section, the file section, the organization section, the business flow section and the evaluation section. In light of the actual application of undergraduate teaching management in Shandong University, a constant improvement model under the teaching quality monitoring system has been recommended, and an introduction has been made about reshaping the teaching affair management flow based on network, and about applying and practicing the teaching evaluation program. In conclusion, a discussion has been conducted about the theoretical and practical values of the research, and a detailed comment has been made about some of the problems that need to be further studied.
