With the development of HFC broad band technology and the progress of HFC network, it is quite necessarily to manage the HFC networks and its elements. Some of the HFC devices in the current networks have optional manageable interfaces using different physical electronic definition and private communication protocols, while others have no network manageable interfaces support at all. In the first part of this thesis, there is a summary of characteristics of HFC network, and combind with technologies of network management in TCP/IP network, Simply Network Management Protocol and HMS criterion defined by SCTE are analysized. Based on the analyses above, a framework of network management proxy server is introduced. It is designed to manage those devices which are not support TCP/IP protocol stacks. It makes responses to SNMP manager according to the requests with the information abstract from which it collects from these devices. Detailed design process of the proxy framework is presented as one of the most important parts of the thesis, and is emphasized on how to design the proxy server of HFC devices. Accordingly, a series of key technologies in designing and realizing the model are particularly explained and discussed. The explanation of design process is focused on three functional entities, which are defined according to three supported operation objects: SNMP manager, managed HFC devices, and system configuration terminal. In order to describe it concretely, every functional entity is internally divided to several sub-modules, and key strategies in entity execution is emphatically discussed. A proxy server workstation device is developed at last based on the proxy framework. To describe the development process, execution of main controlling structures and key working flows is carefully illustrated. Some primary and elementary testing shows that the workstation reaches the requirement of performance as achieving high expansibility and good compatibility. In the last part, there are some improvement plans. And some further research aspects are promoted.
