Internet communication has been the basic part in the daily life of people at present day which not only provide the universal mutual connection, but also allow each organization to use every network subassemblies suited for themselves. There are two primary protocols named TCP/IP Protocol which is the basic in the internet and can communication with each other in the network linked together. TCP/IP technology and the internet are developing, as there are many new protocols needed to be added up and old protocols needed to be modified continuously. The remarkable change is not the increasing number of the joined networks, but the increasing the amount of the communication flux. Therefore, we need the new communication technology which has higher capacity and more efficient to adapt to the requirement. We put forward a new network system architecture based on the Service Unit (SU), named SUNA under this condition in this paper. Firstly, we introduce the characteristic of SUNA, the definition and classes of SU, the working flow of SU management. The total model of the Micro Communication Element System (MCES) is educed, as the format of the datagram and the design of the each module based on MCES are presented at the same time. Secondly, we describe how to develop the kernel and add to system calls under the Linux operation system. The connectionless datagram transporting and security authentication of data are the analysed emphases. In conclusion, we summarize the characteristic of MCES according to testing. Our work should be expanded and perfected farther more. The design and realization of secure connectionless service is a helpful reference for our later task to adding new network functions in the MCES.
