Currently, our country is taking great effort to develop Digital TV(DTV) industry. As DTV system's key components, front-end equipments are characteristic of various type, large amount and many parameters and need centralized management. According to the characteristic of DTV front-end system and future's development, the dissertation gives a double C/S structure for the DTV front-end network management system . All front-end equipments are managed by a device server and the communication between them is based on TCP/IP protocol. Along with customer end programs, the device server also acts as the client of the C/S structure of the database application system and visits the database server . The dissertation introduces the mechanism of communication between the device server and front-end equipments and gives the data structure of communication packet. The dissertation also gives the encoded form of the parameters of QAM modulation and Remultiplexer. For the problem which arises in the process of network communication which is based on TCP connection, the dissertation analizes and gives the solution to it. According to the characteristic of QAM modulation and Remultiplexer, the dissertation gives the database conceptual model for them. On this basis, the DBMS(database management system) is selected and the database design is completed. Moreover, the Unified Modeling Language (UML) is used to create the software model of the device server program and the customer end program. Aimed at these design details, this dissertation shows the specifications. Finally, we select Delphi as the tool to realize the software of the two last parts. The designed program reaches the demands through testing.
