As the new technologies, new equipments and new services comingConstantly, The scale of the communications network and Complexity areincreasing rapidly. Building communications network management system isalways playing an important role for ensuring stable and reliable transmissionof information and providing the best network effectiveness. At home andabroad there have been lots of network management software products, butfew of them can be accepted by the SME(small and medium enterprises)because of its high requirements of the hardware and its expensive price. So itgives an important actual sign to providing a needed network managementsystem for SMEs. This paper discussed the designing and realization of theNMS according to the requirements of the network management system forthe series of SDH devices.At first, this paper briefly describes concepts of NMS, basic function,standard protocols, structures and the trend of development. And then itdesigns a scalable NMS with high effectiveness under deeply analyzing thespecific requirements of the NMS. The entire network management system is divided into five modules of the fault management module, configurationmanagement, performance management module, security module and thetopology management module. The principles and methods of the fivefunctional modules has been described in detail in this paper. At the same time,it defines the data frame structure of the system and designs the database. Andat last compare with similar software under the testing results in the actualnetwork environment.In the actual applications, the NMS platform designed in this paper reflectsits high efficiency and good scalability, and section of network elementmanagement also has flexible operations and strong practicability.
