Author finds that there has not used very successful network administrative system of urban traffic light based on GIS ( geographical information system ) yet in our country by surveying the current network management situation of the urban traffic light in traffic control department of all domestic city. Therefore, at first, this paper has expatiated on the concept, development, application and relevant practical technique of the geographical information system. And then the author has researched the establishing process of the geographical information system of the urban traffic signal network. Consequently the author has probed into the system design based on Mapinfo geographical information platform, also has described in detail More characteristic points of systems structure among them. In the meantime, comparing with general database, GIS database should not only manage the attributive data but also the spatial data, in used for describing the topological relation of the spatial site population. And, there have indiscerptible connections between attributive data and spatial data. So the author has expatiated on the spatial data organize technology in taking four forks of tree codes as index, and combined the data characteristics of the traffic light network, provided spatial data organic tactics of the geographical information system of the traffic light network. In sum, the whole design thoughts and actualized ways have be realized ultimately analysis from user's needs, system design, database establishment and system development, system maintenance and estimate. There are many characters, such as highly active, security, trustiness, standardization, latticing and so on. That resolves the chronic puzzle of traffic manage department, for example, a large amounts urban traffic signal data difficultly preserve and count, data processing inaccurately, information response lags behind.
