Human languages belong to some different writing systems. These writing systems have two kinds of writing modes: one is horizontal writing, the other is vertical writing. The horizontal writing system can be further classified as writing from left to right or bidirectional writing. Most Western languages and modern East Asian languages, such as English and Chinese are written left to right from the top to the bottom of the page. Traditional East Asian languages and some Middle Asian languages, such as traditional Chinese and Mongolian are usually written top to bottom from the right to the left of the page, while Arabic and Hebrew are written right to left from the top to the bottom. In a long time, computer software is mainly designed for the horizontal writing languages.With the development of the Internet, the people have been becoming more and more accustomed to use WWW. WWW has played a key role in the area of information intercommunication and provide an excellent technique to informationize all kinds of traditional work. As the common software, WWW is also design for the horizontal writing system. All of them can not support the vertical writing system.The WWW applications almost use HTML to mark their documents. If we could expand HTML to the degree of marking the vertical writing languages as easy as marking the horizontal writings, lots of existing WWW applications will be likely to support more languages with no or a few requests to modify the source files. Based on the assumption, the thesis designs a Vertical layout HypefText Markup Language, namely VHTML through adding some elements and properties to HTML. VHTML keeps fully compatible with HTML and can mark the vertical writing languages with the aid of the additional elements and properties.VHTML which we design has some strong points: (1)Because VHTML is based on the HTML, it will take a few supererogatory efforts for programmers to master VHTML and use it to develop WWW applications; (2) Many existing HTML programs can be translated into VHTML programs automatically. VHTML provides a simple but feasible technique to develop WWW applications for the vertical writing languages.
