The widespread of the Internet as a public communication medium has brought profound changes to the information exchange in people's daily life. With its attributes of freedom, equality and openness, the Internet exerts an ever-lasting influence on the social relations in real world. However, the unchecked overflow of various harmful materials on the Internet calls for increasing attention and concern, which leads to the governments' efforts in establishing policies and mechanisms for effective regulation. This paper looks into the rationality and efficacy of the regulation approach adopted four countries: Singapore, Britain, U.S. and China, with an aim to provide reference for Internet content regulation in China.
