Along with China becoming member of WTO and domestic financial market opening to international market step by step, competitions in personal retail banking are fiercer. Especially in ShenZhen, the city that leads the economical reform direction in China, the competition exhibits stronger power nowadays. In the personal remittance market, ShenZhen Post has always been the monopoly service bureau, whereas with more banks focusing on this area, postal remittance market share is decreasing. Faced with the competition, ShenZhen Post emergently needs to innovate new business, new process procedure and new services, thus strengthen its competitive edge.The Shenzhen Post self-service remittance system, which is developed by using advanced information technology, is designed to adapt the rapid change of financial market, fulfill the increasing customer needs and to improve the postal service. The system organically integrates postal savings and postal remittance business, and makes full use of modern self-service equipments to provide customers with many self-service business, for example, telephone remittance, mobile phone remittance, internet remittance, ATM remittance and self-service counter remittance. The system supports non-cash remittance from account to account and account to address. When combined with cash remittance on counter from address to address and address to account, it greatly strengthens ShenZhen Post's competitive edge on remittance business types, service mode and service channel. With its characteristics of advanced process procedure, low service cost and without time constraint, Postal self-service remittance is proved to be a business innovation that exhibits strong applicable and promotion value.The system is designed in three tier modular architecture, which is based on UNIX operating systems, Informix database, TCP/IP protocols and computer security technologies applications. It is seamlessly integrated with Windows and Unix terminals. It adopted a number of technologies, such as the software components that separate the function implementation from the interface, the encapsulation of functions and the extensibility of communication protocols. All these technologies can greatly improve the system's portability and stability, and has a good effect in practical use.The system began to serve in 1999, after steadily upgrade and promotion, it has operated excellently, meanwhile the business has increased. With science and technology advancement, the system will have in-depth developments in business functions and application methods.This paper first talks about the mission of the system implementation, and then focuses on the introduction of the system's business requirement, the overall system design solution, the technologies used in the system development and the system security strategy, Lastly, it describes the design and implementation of the server-centric business management sub-system.
