News medium operation is a complete dynamic process .It includes news gathering, editing, printing and broadcasting. The operation also includes people's reading, televiewing and listening. Regular news rule plays determining role and directs the whole process scientifically. Regular news rule is characterized by its subject, authority, general applicability and infrangibility. But many irregular news rules also function decisively. Sometimes the impact of irregular news rules even surpasses that of regular news rules. So we need to know and understand them. In this thesis the author analyses the role of irregular news rule from the following seven aspacts: political thought, system and behavior; economic system and law; the developing level of news business; the social need orientation determined by the social service characteristic of a news unit; the proprietary of news unit; china industry policy; and the individual of the leader of a department; From the above analyses, we can get the result that different irregular news rules not only impact on news operation but also interact with each other. On this basis, they form a resultant force to improve the development of news media. Therefore, in news practice, we should pay great attention to both regular news rules and irregular news rules. Unless we combine the two factors can we do news work well.
