?With the development of computer network and multimedia technology, new type of network implement more and more rapidly. The VOD(video on demand) system , which is combination of computer network and multimedia technology is used more and more widely. It also have high value in application and bright future. In implementation of this kind of system, the protocol is one of the most important parts and the MIS(Management Information System) of VOD is a important part of the VOD system.RTP(real time transport protocol)is universally adopted on network transfers of streaming media. RTP itself does not provide any mechanism to ensure timely delivery or provide other quality-of-service guarantees, but relies RTCP(real time streaming protocol)to do so. RTCP can be used to monitor the state of data transferring, and provide the control of service quantity and session identification function. It is also used to do bandwidth control witch is very import if there are many customers using the system. RTSP(real time streaming protocol)provide the control of the session and user command to interact with the server.This paper introduced the truss of the whole system the first. Then introduced the terminology and syntax of RTP/RTCP and RTSP. The technology of SOCKET programming and multithreading programming are also introduced. The programming flow and description is also explained. Finally, the algorithm of dynamic buffering is gaven to improve the QOS(quality of server). On the other hand, the MIS(Management Information System) of VOD is a important part of the VOD system. the accomplishment and design of VOD MIS is described. The new technology of templet for developing is introduced.
