The character of global educational informationalization is digital, Web-based, intelligent and multimedia. With the development of multimedia technology and network technology, Web-based video on demand learning attracts most of attention from all kinds of circles. Many universities and research institutes developed better multimedia instruction system, many universities in our country also put Web-based video on demand learning pattern into distance education. The development of streaming media technology became the most support for video on demand.The study is the implement research for web-based video on demand learning system. After analysis for characters and disadvantages of current video on demand learning system, based some modern learning theory and educational technology theory, propose a notion that learners should add annotation for streaming video learning materials. It is similar for take notes on the margin of textbooks. When realizing it, annotation content can be related to the source video content, it can foster learners to carry through personal and collaborative learning.This paper has four sections:Section one (Introduction) describes the disadvantage of current multimedia instruction system, then bring forward the notion ----annotation for video.Section two (Theoretical basis) discusses upon the elements of learning theory about annotation for video on demand learning system.Section three analyzes the function of the annotation for video on demand learning system.Section four describes the layout and design in detail of annotation for video on demand learning system.
