With the coming of the portable multimedia times, using mobile phone or other portable stream media technology to watch TV, films and listen to music has been fast developed. However, due to the disadvantage of the wireless network, such as lower data transmission rate, unstable band width, high data code error, the advanced video compressing technology and effective transmission protocol are required to make sure that the streaming video data is transmitted clearly and fluently on the wireless network. H.264 is a new video compressing standard jointly set by the International Standard Organization JVT and MPEG. It works very well in compressing, ensuring the data streaming quality, and tolerating the errors, hence be fit for transmitting the streaming video data on the 3G wireless network.This thesis focuses on the usage of the mobile phone video as a kind of streaming media and states the basic structure of the portable streaming media system, which is made of the Server and the intelligent mobile client. It analyses the ecoding and decoding process of the H.264 video, transplants the H.264 video decoder which is based on PC to the Symbian intelligent mobile phone platform. Hence, the H.264 data decoding can be realized, based on which the mobile phone video-on-demand based on the stream sequence and real time is designed and achieved. Meanwhile, the testing result is given.The practical significance of this thesis lay to other designer's in the Symbian smartphones VOD client has provided valuable experience.
