With the development of market economics and fierce competition in transportation field, a big number of freights are delivered by motor vehicle, air, ship, mail and many other ways. This kind of situation make the railway department to improve the management level and services in order to attract the clients' attention on them by the advantages. All these things make the economic benefit of railway system improving continuously. So, based on the analyzing the key factors which influence the clients to choose the way of transportation, the railway department makes a far research on the determination process of price adjustment of baggage and parcel transportation in order to enhance the competition power of railway transportation among the other kind of transportation. That is the urgent task for railway department to solve and has significant theory significance and economic significance.This paper adopts a combination of ANOVA, fuzzy comprehensive evaluation and the advanced computer technology researching the determination process of price adjustment of the railway baggage and parcel transportation. At first it takes advantages of the combination of ANOVA, EJB and Struts technology finding out some key factors as price, convenience, service attitude and speed which can affect passengers to choose the way of the railway baggage and parcel transportation. At the same time, it analyzes the union effect among all key factors, demonstrating that the price of the railway baggage and parcel transportation is the most important element for passengers to choose and getting a result that the price adjustment of the railway baggage and parcel transportation is one of the important policy-making activities of the railway baggage and parcel department. Then it makes use of XML technology and container of weblogic combining fuzzy maths and fuzzy comprehensive evaluation matrix knowledge, analyzing the determination process of price adjustment policy-making of the railway baggage and parcel transportation through multiple gradation fuzzy comprehensive evaluation method, upbuilding the model of the price adjustment policy-making. The following design bases on these theory researches:this system extends traditional B/S tier-three model, adopts B/S tier-n solvement scheme, Object-Oriented model2(MVC) design model and struts technical system scheme.This paper is mainly in tended for superintendent, it researches the determination process of the price adjustment of upper leaders, and builds up the model of ANOVA and price-adjusting policy by means of mathematic method combined the advanced technology of computer. The price-adjusting model regulates the price-adjusting PCL method and the price-adjusting measures of the government for the railway department adopted for a long time. It is a practical and efficient way.
