At the present, most type of CAI (Computer-Aided Instruction) has been developed in china is linear or branch, which adopts the mode of fixed structure and uses traditional programming method, the content of which was pre-arranged by instructors, the sequence of teaching was designed by course of designers' lessons plan and students' regularity. The teaching mode which the teacher played a role has not been adapted to our country's teaching.Effectively means of solving this problem is to introduce artificial intelligence technology in CAI. Artificial intelligence(AI), especially expert system(ES), applies to intellectual teaching system(ITS) which demands a lot of human's expert knowledge and experiential knowledge. There are not a lot of ITS, but it doesn't apply to teaching better. The reason is that it is difficult for teachers to master programming and embody teaching experience in design , while the professional of computer scarce of the experience of teaching practice and can't embody educational theory.Based on forenamed background , the paper summarizes successful experience of ITS at home and abroad, designs a dual-initiative intelligent teaching system of the computer basis(DCB-ITS) which fall to cognitive science, educational psychology, artificial intelligence, computer-aided education , and so on . In part of theory, the paper analyses the present situation of ITS, presents its theoretical base, constructs a teaching mode of dual-initiative, gives its structure, discuss its writing environment , provides a reference of integrating object-oriented database and AI; In part of design, the paper combines method of fields knowledge representation, presents teaching strategy reasoning machine based on weight-generation production rule; according to cognitive learning theory, designs a cognitive model of student which adopts approach method and historical inheritance of study, designs amodel which can navigate in learning process and in hyper-text based on student's model and knowledge presentation, discusses the design of explanation mechanism and man-machine interface . In part of implementation , the paper studies implementation of writing environment and man-machine interface , studies organization and management of knowledge, gives concrete implementation codes of reasoning machine, and tries to give a preliminary implementation of ITS model. Last part of the paper , it presents a outlook of system development and prospect.The teaching mode of dual-initiative, which can brings teachers into leading roll and embodies students in cognition role, more fits teaching development ; historical inheritance model of student can provides system an accurate assessment for student and implements optimal teaching effect. In addition to , the paper makes a concept tree represent knowledge, which not only checks redundancy of knowledge easily, but fits automatic navigation of student's learning, and which is worth to extending.
