This paper made the basic theory of enterprise strategy study as guidelines, combined with the telecommunications book publishing business of the Posts and Telecommunication Press (hereinafter referred to as "PTPRESS"), and analyzed the telecommunications book publishing industry structure and PTPRESS's telecommunications book publishing competitive situation with some analytical methods and means in enterprise strategy study. It designed a competition strategy about the PTPRESS's telecommunications book publishing development in the future, and brought forward leading measure of strategy implement.The paper is composed of four chapters. Chapter one outlines the current situations of China publishing industry; elaborates purpose, methods, and objects of the research; and briefly discusses the market of telecommunications book as well as realities of PTPRESS. Chapter two analyzed the external environment of telecommunications book publishing industry; introduces current status of telecommunication industry within China as well as overseas. Also, in this chapter analysis the structure of telecommunications book publishing industry and PTPRESS's competitive situation. Chapter 3 addresses the development strategies for PTPRESS's telecommunications book publishing. Including strategic positions, a strategic transition from seeking enlargement in scale to higher efficiency and the combine of professionalization and specialization is proposed. Chapter 4 discusses the implementations of development strategy that include optimizing resource supply, enhance brand awareness, integrate network technology into publishing, sustaining differentiation, develop strategic allies, establish learning organization of publication, form a positive corporate culture, set up a solid marketing network.
