With the rapid development of Internet and IP technology, packetized telephone service has gradually taken a mainstream role in the evolution of telecommunication networks, in result VoIP technology is undergoing an unparalleled development. Various VoIP products have been injected into markets and are changing people's life-style; meanwhile, the getting rid of the stale and bringing forth the fresh of VoIP technology has became a hotspot absorbing world eyes. Although suffering impact from SIP, undoubted, H.323 recommendations are still most matured standards, have gained a majority of markets, and are most compliant for setting up various dimension IP networks. With the continuous development of VoIP technology, H.323 is also making progress by assimilating advantages from other relevant standards, showing a strong vitality. Many people think that H.323 will continue to be the de facto industry standard for a long time.This thesis introduces the implementation of a gatekeeper based on H.323 protocols, and mainly describes the implementation of the accounting management system. This gatekeeper is designed for small telecom operators or business customs. Besides the functions specified in H.323, such as Address Translation, Admissions Control, Zone Management, Call Management and Bandwidth Control, it can satisfied with the requirements defined by users, such as Web management, dynamic modification of running parameters , NAT environment and fees calculation. Firstly, according to the requirements mentioned above, this thesis provides the module partitions of the gatekeeper, introduces its total design scheme, and explains the functions and interfaces of each module in detail. Secondly, this thesis particularly describes accounting management system of gatekeeper, which includes accounting fee module, system settings module, basis information module, inquiry and statistic module, and accounts management module, and provides implementing details and important work flows of these modules. Lastly, this thesis describes the testing environment for the accounting management system of gatekeeper and testing result, and presents suggestions for the future research. The accounting management system adopts modularized design, which fully conformes to the object oriented design technology, and has good scalability and code reusability.
