With the project management system of Dalian Municipal Planning Commission setting, aiming at the problem, the conventional project management system which manages the business process with hard coded method, can't satisfy the requirement of the diversity and uncertainty of business process in modern project management, the paper describes the flexible project management system constructed by workflow and meta-data technology. The major completed work as follows:(1) In the system, the business process is abstracted from the application of conventional project management system by adopting workflow technology and is separately managed by workflow management sub-system, in this way, the users can dynamically manage the business process according to the actual demand.(2) At the same time, the application data of project, which is disposed by the step of business process, is easy to be defined by adopting meta-data technology.(3) In the course of developing the system, the architecture of model-view-controller is used, which makes the business logic and user view separate. It makes the development and maintenance of system become easier.(4)Besides, aiming at how to transform hand-worked management system to computer management system based on workflow technology, a systemic method ------workflow method is described.The system has been used by department I of fixed assets investment , department II of fixed assets investment ,department of energy sources and communications and department of high-tech industrial in Dalian Municipal Planning Commission and has dealt with almost 1000 projects. The effect sounds good.
