Prison Reform Work, Evaluation Methods And Applications

The reform of criminals is an important task for the prison administration. It needs innovations and aims at specific objects. Therefore, appraising the reform work periodically is an important approach and way to administrate the prison according to the law and improve the reforming work. Appraising periodically can also provide supports for the provincial prison administrative bureau to guide the work of the subordinate prison administrative department.Based on the Management Information System of the Hunan Prison Administrative Bureau, this paper systematically analyzes the necessity of the establishment of the comprehensive assessment system by studying the problems existing in the present reforming work. By analyzing all factors influencing the reforming work , a logical index system which includes the work of reforming criminals is established. The assessment criterions and methods of each index were expounded with full scale and great details in the paper and the objectivity, and the validity of the data is guaranteed. All kinds of assessment methods, including the BP neuro-network method , the AHP method, the gray system method, the fuzzy comprehensive assessment method and the data envelopment analysis method are compared with each other. Considering the advantages of the fuzzy comprehensive assessment method on problems of cognitive uncertainty and the concrete task of the reform of criminals, the fuzzy comprehensive assessment method is taken as the basic theory and the multi-hierarchy fuzzy comprehensive assessment model is built up based on this theory. The outcome of the assessment is processed with the DBA model to find out the deficiencies of the reforming work. Aiming at these deficiencies, advice is given and then the improved outcome is analyzed. At last, based on the management Information system of the reforming criminals, taking the Oracles8i as the database server, the PowerBuilder7 as the main development tool, the module of comprehensive assessment is designed and established.The proper application of the module of comprehensive assessment in the prison administration will make the appraisement more reasonable, thus greatly improve the objectivity and correctness of the assessment result and promote the Management Information System of the Prison Administration.
