The increasing of the teachers'teaching levels is the key point of improving the teaching quality of the universities. Assessing the teachers'teaching levels scientifically, impartially and objectively is an important way to improving the teaching levels and teaching reform. There're many uncertainty factors in the comprehensive assessment of teaching levels, which makes it difficult to obtaining the impartial results with the simple statistical methods. The fuzzy mathematics comprehensive evalulating method makes objective, correct, and practical evalulating results based on the quantitative analysis on the widely existing uncertainty factors. Its implementation in the teachers'comprehensive assessment system is very important for the improving of the impartiality and objectivity of the results.In this paper, the feasibility of applying the fuzzy mathematics comprehensive evalulating method to assessing the teachers'teaching levles for the NorthEast Forestry University is discussed. The basic model of fuzzy comprehensive evaluation is introduced, and the selecting method of the evaluating principle in the model is presented. The measurement of the effectiveness is discused. The quantitative analysis function of the comprehensive assessing results is builted, and the parameters are fixed based on the regression analysis. The evaluating factcesers, indicators and the weighting parameters are defined. Based on the circumstances of the NorthEast Forestry University, a teachers' comprehensive assessing system with the core of the fuzzy comprehensive evaluation model, is builted followed the design and development flow of software engineering. The advantage of this system is proved by the tests and the users' evaluations.
