DSS is widely used in economical affairs. In the field of Satellite Communication, because of the high cost of satellite and the complexity of project-design, it is very important to evaluate the possible projects and choose the best one. For the 2-Generation tactical satellite communication system, it is vital to combine the theoretic data and basis.This paper is focused on research of decision system and evaluation technique. The purpose is to produce reasonable and scientific decision flow and to build evaluation platform. In order to reduce the qualitative weight and increase the quantitative weight of decision and make the decision more accurate, we will build DSS.In the Chapter 2,we discussed the technical arithmetic of evaluation and decision. In the Chapter 3 ,we discussed the schemes of DSS and some key factors, which will influence the development of 2-Generation tactical satellite communication (2-G TSC). At the same time, we hierarchy analyzed the 2-G TSC. In chapter 4,the implementation of the DSS is discussed, which is based on B/S model.In the research work, we successfully implemented the DSS based on B/S model, which has the ability of data management and evaluation through Internet and Intranet. Meanwhile we expended the using field to make it a general engineering DSS platform. The DSS has been passed strict test, ad will be put into use in near future.
