The capability of attacker on ground(AOG) for accomplishing a series of military tasks is called the combat effectiveness(CE). The estimation of CE is one of important tasks in the pre-development and conceptual design and the foundation of external design for AOG .ln this paper, the top mathematics model of CE of APOG for the fight mission, from the point of view of combat system, is constructed by using the method of software engineering and system engineering. Further, CE for the flight segment are discussed, which are the estimation of CE theory of weapons attacking on the ground and the study of CE theory in breaking through the enemy fortification and country aerial-defense system. Lastly, based on the theory of CE, the development of this software system is accomplished. The software system can be applied to fulfil the following tasks 梕valuating the different AOG configuration and guiding the external(conceptual) integrated optimal design of AOG. 梕stimating the CE of the different fighting operations; 梕valuating the CE of the different fighting organizing ways; 梕valuating the different configuration of weapons and airborne equipment; æ¢'omparing air armed forces. The software system follows the theory of software design by adopting the design idea of modularization ,and uses DLL widely in order to replant module and extend ability freely . So the interface is friendly and the operation on it is convenient.
