On March 31, 1983, China put forward the guidelines of operating TV in 4 levels for the first time, in addition to CCTV and provincial TV stations, prefecture-level TV entered into the public eye for the first time. Through the starting period(1979--1983), running period(1983--1992), high-speed period(1992--1996) and adjustment period(1997-present), numerous prefecture-level TV stations can be divided into four different types, namely, “strong one”, “contenting one”, “exploration one” and “weak one”. There are a great number of prefecture-level TV stations in China. With the time going by, they develop and form the prefecture-level TV industry but face competition from CCTV and provincial TV stations; prefecture-level TV stations receive attacks everywhere have worrisome situation and prefecture-level TV industry is facing the new problems of global economic integration and the emerging media popularization. Thus, in the time, their development problems are urgently to be solved.The paper is divided into four chapters to discuss the development of prefecture-level TV industry. The paper first determines television industry concept, understands TV industry management, starts from two aspects, respectively the mode of operation and management contents; only the core contents of television industry be understood, can corresponding solutions come up. Next, the paper conducts present situation analysis of prefecture-level TV industry, understands current situation of China’s prefecture-level TV industry, the opportunities and challenges China’s prefecture-level TV industry faces; more important thing is to see through three problems in the development of prefecture-level TV industry, namely, the contradiction of television industry development speed between eastern regions and western regions, the contradiction of commercial interests and social public interests of prefecture-level TV industry, and the contradiction between prefecture-level TV industry and national resources. The three contradictions accompany with the development of prefecture-level TV industry, so only they are well solved, can prefecture-level TV industry be revitalized.Zhaotong is located in the northeast Yunnan province; most of the counties are famous state-level poverty-stricken counties and earthquakes are frequent there. A magnitude 6.5 earthquake occurred on August 14, 2014 in Ludian, which shocked the China and foreign countries, and attracted the attention of state leaders. In such hard situation, Zhaotong TV Station has been in a leading position in the development of all prefecture-level stations in Yunnan province and people call it “Zhaotong phenomenon”. Thus, the concrete analysis of development experience of Zhaotong television industry can provide reference for TV industry in other cities.Through field investigations in Zhaotong and reference of many literatures, development strategies of prefecture-level TV industry in the plight are put forward, respectively the strategy of the combination of culture and the television industry, the strategy of adhering to the road of “urbanization” public opinion platform, the strategy of local dialect from folk to television screens, the strategy of establishing TV media brand system. It is hoped that prefecture-level TV industry in China can achieve sound and rapid development.
