Publication distributing industry which is a branch of the culture industry belongs to an emerging industry. The theoretical research in this subject stays in the growth stage. And for the prefecture'level Cities.which are regional economic Subject main body and are quite rich in characteristic, they are between the organizations of macroeconomic and microeconomic. And their research in publication distributing industry even remain blank. With increasing development of market-oriented industry, industrialization and the continual breakdown of the market, the managementorientation, developing direction and existing main problems are still in the air. And they need an antidote both in theoretical level and in operational level. When homogenized products competitive, small share consumption of publication, inadequate tapping On distributing market turn to points and difficulties. These "bottlenecks" have restricted further development of publication distributing industries. And it needs to seek a workable solution.From the perspectives of cultural economics and managerial economics, this paper applies combined research methods of theory and empirical analysis, qualitative and quantitative analysis, static and dynamic analysis. Based on inherent feature of prefecture-level cities, such as regional characteristics, consuming behavior, market structure etc, and combined the analysis of cases of Shaoyang city publication distributing industries. This paper provided the countermeasures of solution, the way out of predicament and path to accelerate the growth. And it also creatively put forward new viewpoints, such as "shade effects" which restricted the growth of market subject of publication distributing industries. "Squeezing-out effect" which constrained the expansion of the consumption share of publication distributing products and issuing mechanisms of rural public publications and individual publications. More than that, it offered corresponding measures and developing strategies from a practical and operational level.
