In recent years, the teaching of College English has encountered unprecedentedchallenges when the ongoing teaching reform has reduced credit points and classroomhours of the course. Reading, a traditional advantage language skill of ChineseEnglish learners, is to be challenged in the near future. College English educatorsneed to strike a balance between limited class hours and massive yet necessarylanguage input by reading. Therefore, a new method must be developed to ensureaccumulation of the English language will meet basic requirements of languageacquisition. This paper concentrates on the analysis and design of an internet-based CollegeEnglish reading instruction system which is supposed to satisfy needs of mobile andonline learning that expands traditional classroom teaching to the interactive andstudent-centered cyber space. The system is comprised by six modular components which serve differentfunctional purposes respectively, among which are reading practice module, automaticmarking module, score management module, user dictionary module, curriculum&test bank management module, system management module. The research of thissystem will improve College English teaching by means of reducing redundant and repetitious work, therefore, promote the efficiency of language learning and teaching.
