Rapid development in information technology, the frequency of international exchanges, the depth of global economy and the internationalization of the professional life bring the urgent demands for comprehensive talents and skills, so ESP teaching becomes more and more important.However, most of vocational higher education colleges choose to have the general English classes, in other words,"EGP (English for General Purposes)". That is the Comprehensive English which puts listening, speaking, reading, writing, translating language skills together. These teaching materials are dedicated to literature and history but lack practicability and occupation. And so, this kind of English teaching mode is cut off from reality and practical situation of English learning. It neither meets the social needs or the students’needs.In the year of2000, National Education Committee issued the English Curriculum Teaching Requirements for Higher Vocational Education and stated that English curriculum should rather focus on cultivate the ability of using language than only help college students to lay a foundation of language knowledge. After issued the Requirements, the college should offer professional English courses to put the knowledge into practice. Thus, CBE was introduced into the ESP teaching in the higher vocational education."Competence-based education", abbreviated as CBE is an international trend of vocational education and training which originated in the U.S.A after World War II and introduced to China in the early1990s. Lately, an increasing number of higher vocational schools has chosen CBE as the theoretical basis guiding ESP teaching. Based on the author’s teaching experiences, this study is intended to find an effective way to teach IT English course so that it can improve student’s competencies. Higher vocational education focuses on training professional workers with high quality in the fields of technology, management, manufacturing, and service industry. Thus English course in higher vocational college should pay more attention on practical language use than just to lay the foundation of English language.To achieve this goal, the author has done an experiment in this thesis and the research will be held in two classes at Software Engineering Department of Inner Mongolia Electronic Information Vocational Technical College. There are four specially designed questionnaires to collect the information about requirements for IT companies, the level of both freshmen and sophomore and their anticipation toward the course. The author analyzes the questionnaires and tries to improve the teaching.The findings of questionnaires reveal that the subjective needs recognized by students are in the line with the objective needs held by IT English course designer. The competence-based IT English course can suit the needs of the students.
