Research And Analysis On Public Service Training System Of Modern Service Industry In Ningbo City

In recent years, the global financial crisis had a serious effect on our country’s economy. The transformation and upgrading of industry, has become one of the pressing problem of every industries. The Talent is one of the key factors in the process of transformation. So the construction of public vocational training system, which is leaded by government, becomes the key factor. This system can provide various people with skills training services, containing employed, unemployed and underemployed workers. That could meet the needs of both workers and economic development, and have become the urgent task to achieve further development in our country. So this paper, based on the practical demand of Ningbo public vocational training platform of modern manufacturing industry, use advanced information technology means, to set up a management platform, which could improve work efficiency.This paper first analyze the policy research, platform construction of vocational skills train in domestic and foreign, studies the reality demand and existing problems of public vocational training platform of modern service industry in Ningbo, and points out the direction of this research; Then according to the realistic requirement of information construction, the paper has carried on the detailed demand analysis using UML modeling methods. We described the current work flow in public vocational training center using flow diagram and pointed out the existing problems. After that, we described the optimized work flow in our new vocational training online platform using swim lane view; then the paper designed the system functions in detail, firstly analyzed three main characters of our online website, i.e. platform manager, training institution and training staff. Secondly using use case programs and use case detail information tables, the paper introduced five functions of training online platform. Thirdly, the paper provided system function class diagrams as well; then the data class of various management functions of the system was analyzed, entity class diagram was given, and the main data tables were designed. Finally, the conclusion was draw about system analysis and design. The paper has basically completed the integrity of system design, lays a foundation for future development and research work.
