In recent years, vocational training has made remarkable achievements. The vocationaltraining system has established initially. The policy measures have improved gradually. Thescale of training continues to expand. Professional quality and employability of workers arerising, to promote employment and economic and social development played an important role.Meanwhile, vocational training is still not adapted to the social economic development,industrial structure adjustment and the need to improve the quality of workers. Vocationaltraining system needs to further improve, vocational training model requires further innovation.―Training Package‖is based on national occupational standards in Tianjin, adapt to the newrequirements of technical progress. And it is united in the development demand of industrycharacteristics, economic and social. It is the sum of vocational skills training resources fordifferent levels of vocational trainees It is a new vocational training model established, which isthe sum of vocational skills training resources for different levels of vocational trainees.This paper based on the "Multimedia Producer" Training Package Research of Tianjin "Twelfth-Five" scientific research plan "Training Package" project scenario. It deeply studiedCDIO engineering education mode, whose basic principles, background, teaching syllabus andstandard, the implementation and the development process. It used the philosophy of CDIOengineering education as a guide. Multimedia Producer profession was combined, includingworking conditions, typical tasks, comprehensive professional competency requirements. Basedon the research and analysis, training projects were identified. Training mode developed inproject oriented, task driven approach. Training courses and featured Training content were setup. One is the actual work projects and tasks into learning and training content, trainingprograms work closely with job content. Two is that the training content gradually subdivided byusing of modules-project-task-skills. Then training programs would be developed, the occupationskill training mode would be improved. So that much channel could be improved the quality oftraining, provided diversified forms of training for learners. After the training program designand development of model building, designed elements of training programs, provided trainingprograms book templates, standardized training program expression.On the basis of constructing training projects design and development model and designingtraining projects elements, design and development mode of teaching and training resource were referenced. According to the " Multimedia Producer " training package (national occupationqualification level Four) develop training standards and training guide. Resources relatedinstructional design theory was used, such as instructional design, teaching organization,teaching resources development and teaching evaluation. The principles of design anddevelopment of micro-resources were summarized. Study constructed the design anddevelopment of micro-resources model.
