With the continuous development of power industry and reform, and the advanced progress of State Grid Company, the management of the enterprise also needs to be line with the development of modern information technology. Due to the further expansion of the depth of breadth of the cadre and personnel management, more efficient and concrete and perfect requirements are raised for the cadre management information. Therefore, it is very importance significance for designing a comprehensive cadre management information system of power system.In this paper, we anglicized and designed the cadre management of electric power system. First of all, we described the research topic background and the significance of preparing system. According to the overall technology architecture of State Grid Company, business demand, and the principle of "One system platform, one standard specification, and one development team", we proposed the system goal:building a multi-perspective analysis, diverse application information management system. Then we anglicized the demand of the project, explained the requirements of function, performance, safety, vertical area, interface and technique. Next, we established the design principle, compared traditional two-layer C/S structure with three-layer B/S structure, described the J2EE technology platform, and outlined the advantages of XML technology, and explained the principle of applied technologies. On the basis of the definition of the design principle and demand of power cadre management information system, we set up the architecture. We gave the explanation of architectures of business, application, data, data, and security separately. Finally, we summarized and speculated our system.The power cadre personnel management that we designed can achieve the set goals:new four features constructions of assessment management, directly affiliated staff management, intellectual selection and employment management, and expert management; improvement and extension modules of cadre management, mothball cadre management, the second echelon.
