This article carries out an in-depth and comprehensive research on migrationresettlement in hydroelectric project from the theoretical and practical aspects. Itpresents that developmental migration is to protect the environment, rationally exploitresources, restructure, liberate and develop productive forces in the process of migration,reaching goals of migrants being willing to move, living stably and getting rich step bystep". To summarize the situation and experiences of migration resettlement inhydroelectric project of different periods in China, we can find that situation of thosewho conscientiously implement developmental migration policy have changedearthshakingly. In reservoir regions, cadres and the masses’ consciousness of reformand opening, self-development and sustainable development are enhanced notably.Migrants’ requirements in production, housing, transportation, water and electricity,communication, medical treatment, education of children have been improvedsignificantly. Developmental migration policy wins wholehearted support of cadres andthe masses in reservoir regions. By revealing the inherent laws of hydroelectric projectmigration and exploring scientific mechanism of migration in earlier stage andsafeguard mechanism of migrants’ long-term lives, we propose ideas and methods onsocial administration of migrants under the new situation, and provide scientific prooffor the stable development of migrants. In order to implement developmental migrationpolicy stoutly, the author believes the following aspects of work are necessary.First of all, designing management system of developmental migration inhydroelectric project is necessary. We must investigate seriously of indicator ofpopulation and quantities of physical goods under the reservoir flooded line, do well thework of geological survey of flooded towns and villages of the new residential area,formulate the policy of the rural migration and production resettlement on the basis ofinvestigation, analysis and assessment, seriously prepare plans of migration resettlementby the close integration of practice in reservoir regions, conscientiously prepare generalestimate of investment of migrants’ compensation, fully understand the complexity anddifficulty of the work of migration, construct the design and implementation of information systems in basic developmental migration work planning in hydroelectricproject.Secondly, the main function of this system should include design of system’sdatabase, user interface, input, output, and so on.Thirdly, the effects of application of this system should include system’sconstruction, implementation, operation and support.
