With global energy crisis intensified, to ensure national energy security, countries around the world are to enhance their strategy of offshore oil and gas and other energy exploitation. Energy equipments such as offshore oil drilling platforms are much needed. Welding is a very important work when building of the platforms. Currently, management of welding is backward, severely affects the welding quality and efficiency of the platform construction, a professional WMIS (Welding Management Information System) is in urgent need, to strengthen the management of the platform welding. In this paper, overall architecture of the welding management system was researched and analyzed. Focusing on four key modules including welding quality management, welding materials quota, welding man-hour quota and staff performance appraisal were researched and developed. The complete welding management system was designed.First of all, overall architecture of the platform welding management system was researched. The whole idea of the system, the overall structure, the development environment was researched. Using modular principle, the overall structural was designed. The various modules were systematically integrated. Welding information management system program was generally designed.Second, key modules of welding management system when manufacturing the offshore oil drilling platform were researched. The design of the welding quality management module was completed. The factors that affect the platform welding quality were analyzed. Preparation process of the map of welding, the module in weld information collection, the weld quality inspection process and weld information traceability process were studied. At the same time, using the barcode and PDA technology, welding quality management was more convenient. By theoretical calculation module, plus on-site test methods, modules the welding material quota and the man-hour quota were designed. With the amount and efficiency of weld metal fills, varieties of conditions affecting the welding efficiency were researched, material and man-hour quota of welding is to be more accurately and reasonable. Personnel performance evaluation module was designed, including welders and quality control personnel assessment elements. With the inter-class management assessment methods used, it is more helpful for platform welding quality control.Finally, welding management system in construction of offshore oil drilling platform was designed. Based on the overall flow of the system, using network technology and module integration technology, the various functions and database system were detail designed. The welding management system is involved in all aspects of welding of the oil platform project, fits the actual construction of platform.The welding management system of offshore oil drilling platforms has been applied in the project of the jack-up oil drilling platform "Zhenhai No. One", used in platform welding quality control, schedule, cost and HSE management and has achieved good results.
