Education TV 's "People' S Livelihood News"

It has been more than thirty years since Xinjiang Education TV Station, the first Chinese Education TV Station, was established in1978. The Chinese education television originating from the television education has survived after ups and downs during thirty years. Under the dual management of radio and television departments and educational administrative departments, the Chinese education television is faced with an embarrassing situation in the television industry. Meanwhile, the special policy of the China News system, which means "affiliated to institutions, managed by enterprises" leads it partially or completely to the market competition. It is a dilemma for the Chinese education television to balance the law of the market and its educational, cultural property.In2002, the people’s livelihood news arose and developed. With its humanism concern to common people’s perspectives, demands and benefits, the people’s livelihood news flourished rapidly in the television media. It has been getting the new high ratings and achieved a huge commercial success as well as social influence. When the people’s livelihood news encountered with the Chinese education television, it became a magic weapon of the Chinese education television to breakout.In this thesis, I will take "The Parents" program (now reformatting as "The Help Girls" program) of Shanghai Education Television Station for an example to study the development and the influence of the people’s livelihood news in Shanghai Education Television Station. It is no doubt that "The Parents" program (now reformatting as "The Help Girls" program) cannot stand for all the revolution of the Chinese education television but render a sample of the development of the people’s livelihood news in the Chinese education television. The core value of the sample lies in, perhaps unconsciously, still meaningfully the Public Quality of Media of the Chinese education television.By virtue of the Public Quality of Media, the Chinese education television and public television, which is considered to be an important media form of "Public Sphere Theory" in the modern society, seem to have something in common. Moreover, I will continue to discuss the possibility of transforming the Chinese education television into Public Television by comparing the similarities and differences between the two media forms in the thesis. Finally, I will make some suggestion how Public Television with Chinese characteristics should be set up:Institutional innovation. The governments should try to build a public service platform;To constitute the relevant laws and regulations to ensure its legitimacy and interests;To create a strategic alliance of the regional education television, avoiding the waste of the human, material, and resources;To achieve the cooperation of the Chinese education television and the Internet, eventually to establish its own network television station.
