With the application of information and technology for companies and the government becoming more and more popular, in order to keep the systems operating chronically, smoothly and efficiently,it is an urgency for many organizations to establish a operating and maintaining management system that is reasonable, standard, fast and in line with business operation, as well as a set of rules which can meet the need of operating and maintaining management. ITIL is a set of service specifications based on a long-term study and practice of many organizations in the world. It is led by the workflow, combining with business logic, and it provides an all-around support for the implement of operation and maintenance. So it can raise the level of IT service of these organizations.To solve the problem that there exists a double-stage operating and maintaining model in China Post, it is necessary to develop an operating and maintaining management platform that can guarantee the consistency and efficiency of the IT service. By using this system, people no longer have to manually handle and assign events, problems, modifications or layouts, which makes the workflows more standard and the management of operation and maintenance more efficient and qualified. It can fulfill people’s demand about post and keep the competitive power of China Post.According to the requirement of China Post’s operating and maintaining management system, this paper gives a system model which is multiple layers, modularized, easy to assemble, lightweight and in accordance with the B/S framework. And the whole framework of the China Post operating and maintaining management system based on this model and the implementation of some specific parts are included as well. Main work and contribution are as follows:1. Analyzed the content and features of IT service, and come out with the requirement and specifications of the system under the guidance of ITIL.2. Through the analysis of the features of the system, a multiple layers modularized lightweight B/S framework was established including the description of every part of the framework.3. Designed the framework in detail according to the Java EE platform and to the open source frameworks Struts2and Hibernate3.2. The design and implementation of some core components are described in the paper especially. 4. Carried out the design according to the framework and completed some core units of the framework.Finally there are a conclusion and an outlook about the model that people can expand the functions of the model easily and flexibly. This obviously can reduce the effort and raise the speed of developing, standardize the developing and reduce the cost of maintaining.
