Transportation Department of Hainan Province is mainly responsible for the traffic event command, coordination and emergency safeguard work and so on. Along with the department internal information system is perfect with each passing day, and traffic emergency related data resources are gradually big. However, they like some isolated information islands. In order to analyze these data clearly needs to spend a lot of manpower and time. Based on inaccurate or lag information, the leader will make the wrong decision, and miss the best opportunity to rescue. Therefore, they urgently need to rely on advanced information technology to abstract, summary and analyze these data. Then this can provide timely and accurate forecast and warning to the leaders. In a sudden traffic event, it can help citizens evacuate quickly. While prevent further expansion, it also can reduce the casualties and economic loss.Firstly, the informationization situation and problem of Hainan province Transportation Department is discussed, it is ensured that the necessity to build a traffic emergency command system based on the Microsoft SQL Server Analysis Services. Based on it, the core system functions are introduced, including warning management, emergency reporting and so on, and the core transaction flows are analyzed. Then the system framework based on SSAS is introduced, and the multi-dimensional database is designed by the requirement. Then the emergency data integration subsystem is discussed. The traffic emergency data are preprocessed by data extraction, cleaning, loading function. Then the assistant decision subsystem is focused on discussion. It can run a multi-dimensional analysis with the natural disaster and traffic accident data based on SSAS. Finally, the feature and future of the system is summarized.
