For the requirements of large network bandwidth and the cost of fiber optic cable network’s construction less and less, the network carriers such as China Telecom start to build lage-scale optical networks. The Shanghai Government proposes the request that "Fast into the household, Gigabit into the floor, the T-class export network coverage" and then the City Optical Network project comes into being in Shanghai Telecom. The project use EPON technology for the early network infrastructure.The Southbound interface of the EPON network element automatically activation module as well as the Northbound interface is designed after a basic understanding of the PON technology and equipment and an in-depth studying of the FTTx related business processes of Shanghai Telecom and the existing Business Automically Activation System.The section of designing Northbound interface introduce interaction between the automatic activation system and the provisioning system with paramenters in details.The section of designing Southbound interface an uniform interface is eatablished from comparison of the two vendor-proprietary protocols. The EPON network elements automatic activation sub-modules are designed with requirements of FTTx business process, which can make the automatic activation of businesses come out on the basis of exsiting Automatic Activation System.The significance of this study is, using the automatic activation of the module in the Shanghai Telecom Automatic Activation System will greatly shorten the turn-on time,enhance the user perception,enhance competitive strength of Shanghai Telecom.Automatic activation success rate remained stable in90%proves that the EPON network element activation module works well. However,the demands for telecom services changing,the activation module requires further study in order to adapt to the new changes in demand.
