As the rapid development of telecommunications industry and the enlarged telecommunications network scope, the issues of the variety of equipment types and ways to build networks become more and more complicated applications, and the multiple manufactures become more and more serious. Now most of time every manufacturer has network management system to their own equipments, but these network management systems can't provide united interface and data target, they make negative influence to concentration management of network's the factories are asked to provide united interface called north bound interface which faces higher level network management system in their peculiar network management systems. As an important proportion in this system, SOAP northbound interface is mostly used for operation support system finishing operation send out of telecom management. It follows the tradition SOAP protocol. It is the most popular northbound interface and widely used.After analyzing the SOAP protocol, iMAP platform and OSGi specification, based on the requirement of market, the paper describes the whole design scheme of the Northbound. That is frame plus service pattern which based on OSGi. According to the function partition of frame and service, the paper offered the specific design and interactive relation of frame and service. Based on the puzzles in the specific module designing of the project, the paper focurs on analyzing and summarizing two modules, which is service processing module and message distributing module. Message distributing module uses multiple thread technical, difficulty lies in to manage tactful design and the scanning algorithm of time out. Service processing module uses active object to realize analyze complex processing flow in the service processing module, enchance the extension and flexibility for the project. Afterwards, we introduce the test work after project coding and analyse the test result. Test result shows, the handling speed of SOAP northbound interface have reached design goal. Finally, the paper shows the place where the interface can be extended and optimized.
