The industry of telecommunications is impacted under the fast development of internet and communications technology. The operators must start two pieces of work to get more consumers. The first is to improve service, and the second to increase value-added services to earn more profit. Most operators understand that besides better service, only more interesting and new value-added items are provided, can they get more customers. SMS (Short message service) is one of the most important mobile values-add services platform. In addition to implementing various types of short message communication protocols, SMS can also achieve transparent access. This mode could develop systems with less cost, and is easy to manage and expand the systems. This paper uses SOA (Service oriented architecture)to achieve transparent access, and can prove the integration of SOA and value-added services platform technology by design and implementation of the platform. The paper will stress structure design, technology development and value-added services based on SOA.In order to build a mobile value-added business applications system, this paper analyses the structure and service department of SOA, then designs a value-added services platform based on workflow, defines the concept of value-added services, and analyses its technical features, mode, and functional demand. According to mobile value-added services’feature, SOA is going to be put into the platform; traditional platform design will be changed. Platform on SOA and SMS is developed according to hierarchical model control system; the application system can be divided into different level. On the bases of traditional system structure, value-added services platform based SOA and SMS has four levels, which is application level, service level, network control level, data storage level. Different users can use different management model. For example, through the interface of web service and database, users can use data, SMS and E-mail can unified in a web page, no need to switch, but a real Service-oriented architecture.
