The transition of authoritarian regime is what Chinese civil society theorist really care about when bring in this theory during the process of China’s modernization. In other words, they’re all trying to respond to a question that how to meet the so-called "modernization" by a well-reaction between state and civil society. What I would like to point out in this essay is the development of private book industry and the policy-making with it. On one hand, I clarify the management system consisted by the above-mentioned policies and the political intention behind them, on the other hand, I emphasize on the impact of this system and the commit of the intention to discover the blind spot of it.And then when we’re observing the operation of book industry, we figure out that, as a "incubator", independent bookstores have a special interaction with government. The blooming and declining of independent bookstores reflect the existing situation of Chinese civil society as well. In total, for current China, neither of state or civil society is monolithic, which gives civil society organizations space to cultivate themselves. However, nowadays Chinese civil society organizations have not mature mechanism to interact with state yet.
