With the rapid development of the information technology, the computer has been used commonly in many different fields and become one of the indispensable tools for various industries nowadays. The management of solid and resources in the socioeconomic development and people’s life are more and more closely connected. Updating management concept, the transformation of administrative functions, improving efficiency, serving the community better than before, and serving the grassroots are exactly its duties. Information and Technology now playing as the increasingly critical roles in modern administration; administrative and scientific information has not only become an ironic symbol of the administrative efficiency of government agencies but the threshold of high level modern life as well.Under this context, the article analyzes and elaborates the entire process of design and development of a department of the Solid Acquisition Management Information System. The papers follows a software engineering methodology and information systems development specifications, makes the system development process as its the main line, introducing a system from requirements analysis, system and the logic design, to detailed design, system testing and implementation of the various stages of the main content and results, which includes business process diagrams, data flow diagrams, data dictionary, HIPO diagram, IPO diagram, ER model.The front design of this system is achieved by using Visual Studio2008and Access2005as the back-end tools for creating and managing its database. The interface design of the system is made to be generous, simple and practical. It is a complete system that is suitable for management of day-to-day administrative affairs of common government department.
