With the rapid development of Chinese software market, and the promotion boosted up by the processes of office automation in China, more and more software enterprises are committed to the research and development of software products as well as software outsourcing services. However, as their growing up everywhere, it will undoubtedly be a problem of existence for all software development enterprises how to improve the own value of the software enterprise to win the trust and the selection of customers. The appearance of CMMI provides a set of complete management models for quality control, risk control, cost control in software development, and also get higher degree recognition from the majority of users. Therefore in the market competition between the software enterprises and application enterprise, which obtains CMMI senior certification by management level, even to realize the sustainable optimization characteristics defined by CMMI5, will make its acceptance be the peer walk in the forefront. And if the enterprise can have a set of flexible configuration management system that is suitable for itself and meets the CMMI management concept, it will be the important weights of improving the competitive power of software development enterprise.This thesis, firstly, describes the CMMI, and then analysis the current situation and problems in Chinese software enterprises, and defines that the TMS system as a project management system is in the core position of the enterprise management system. And on the basis of it, analyzing the overall technical framework, framework design and system modules of configurable TMS system based on CMMI5model. The thesis will combining with actual situation of the enterprise, analyzing, designing and implementing the whole TMS system by the lightweight JavaEE development framework Struts2+Sping+Hibernate, other ORM technologies, as well as the semi-structured data storage technology. It focuses on the software structure of the system, the TMS workflow management and report module and the solutions of TMS configuration module by semi-structured data stored in database. The implementation and application shows that the effectiveness of TMS is promising.
