The "Law and Morality" column was first broadcast on Shanghai Television in1985and became the first formal TV legal program in our country. It has been nearly thirty years since then. In the past thirty years, TV legal program in our country has been closely related to our country legal system construction. Our TV legal program experienced its infancy stage, forming stage, development stage and finally entered prosperous stage. It not only recorded every particular progress of our country legal system construction, but also promoted and improved effective operation of legal system in our country. Today, with all kinds of good TV legal programs, such as "Law Today","Ongoing Law", TV legal program has become one of the most infusive types of TV programs.Ideological content is the soul of our TV legal program. Only when we can seize the ideological content of our TV legal program correctly can we realize its established intention and make corresponding effects. Ornamental content is the Audio-visual performance of our TV legal program. It means that the program should make our audiences not only feel satisfied physically but also have sense of identity and belonging mentally. Centering on TV legal program’s ideological content and ornamental content, basing on the questionnaire results and combining with specific show cases, this study will not only interpret the connotation of our country TV legal program’s ideological and ornamental content, but also discuss and analyze some ways to realize TV legal program’s ideological and ornamental content.The study is divided into five parts. The introduction part elaborates the backgrounds, objectives and significance of researching our country’s TV legal program’s ideological content and ornamental content. This part also describes related research situation inside and outside. Several research methods have been used in this part, such as historical analysis, literature research, questionnaire survey, quantitative analysis and qualitative analysis. This part also tells the innovation of this study. Chapter Two introduces the general situation of our country’s TV legal program. This part also describes our country’s TV legal program’s meaning, basic features, development and evolution process and specific program classification in detail. Chapter Three is about questionnaire and data analysis. It introduces the objective, thinking way of design, basic content, specific issue and statistics of the questionnaires. This part also statistically analyzes the data based on the composition of the survey sample, the current situation of "watching TV legal program", the audiences’motivations and their attitudes and opinions. Chapter Four is about TV legal program’s ideological content. This part elaborates the connotation of ideological content, like complying with rational rule of law, popularizing legal knowledge, experiencing legal force and training the feelings of abiding. At the same time, offering tactics of positioning, topics and diversification of the narrative to realize program’s ideological content. Also in the process of implementation, avoiding problems like duplicate topics, topics away from life, too professional or unprofessional and lack of legal content. Chapter Five is about TV legal program’s ornamental content. This part elaborates the connotation of ornamental content, like sinuosity, contingency, moral sense, tender feelings, enjoyment and deterrence. At the same time, offering tactics of plot-driven, emotional drive and criminal to realize program’s ornamental content. Also in the process of implementation, avoiding problems like single and similar form, the plot of excessive rendering, TV violence and lacking of interest.
