| Self-regulation is the primary courage of news media’professional ethics. Self-regulation has been grown up with news media for a long time. The theory of "libertarian theory of the press" is the foundation of booming of the Western news industry, but the news media’s unique social functions attributes bad serious consequences because of abuse of press freedom. During1930s, Western society suffer from pains and reflection, and gradually generated the "media’s social responsibility theory ", which keeps the core ideas of freedom of the press, but emphasis on social responsibility and professional ethics of the news media, emphasizing the role and value of self-regulation."Social responsibility theory " is the foundation of Western society, which gradually formed the " press council system" as the mainstream form of self-regulation practice. Today, there are more than50countries and regions set up press council organizations around the word. These organizations play an important role in the maintenance of the new freedom and strengthen self-regulation in news media industry. Since word war Ⅱ, most of thes press councils could solve the news anomie and other ethical issues, the establishment of a press council system is an effective means to improve the self-regulatory mechanism. It can be said, whether has "news council system" or not has become one of the indicators to judge a country’s self-regulation’s mature.After the reform and opening up, the commercialization of the media industry is more and more fierce, at the same time there has been a lot of unethical or illegal behavior in new media:inavdison of privacy, defamation and other violations of personal rights, disregard social responsibility of the media, and media practitioners themselves Lack of professional ethics,etc. The traditional administrative intervention and legal forms appears stretched, while China Journalists Association as the representative of the official trade organization is lack of the ability to play an effective role in self-regulation.It can learn Stone Mountain, academy began the study of the news council system since the1980s, and some practices has been carried on. In April13,2006, Beijing Network News Council was established, which was the first organization containing the name of " Press Council ". In May2013, Shanghai and other5provinces and cities set up five pilot journalistic ethics and self-discipline committee in February2014, the Central Propaganda Department and the Journalists Association decided to pilot expanded to15provinces,both emphasizing Chinese characteristics, and adhereing to international standards, and the establishment of institutions of journalistic ethics committee absorb beneficial results related to the Western countries and the advanced experience.The committee means that we have make great progress in self-regulation of news media, which lays a solid foundation for Press Council system.However, the Press Council system as an " exotic", how to make itself adapt to China’s national conditions and political situation, how to take advantage of favorable conditions and break the negative limit, is the key point of establishment of the Press Council system in China. This article try to find difficulties as well as the qualifications that Press Council will face, and try to find a way to make survie within the existing system.Frankly speaking, the Press Council system will face a lot of problems, such as political limits. But I believe, difficulties could not stop the establishment of the system of the Press Council and, because there is no perfect ground conditions and environment. I believe that with the gradual reform of the political system in the future, and the establishment of a press council system will get better development of space. |
