Today’s enterprise software development always suffers from lack of agility and inefficiency. It means that enterprises are not able to match business requirements onto underlying IT infrastructure fast enough. In the original information system, the phenomenon-’information island’ is found full of poor data quality, serious flaws and non-uniformed control mechanisms in the work platform. Such a huge, distributed and complex infrastructure is not easy to maintain especially concerning the core business processes. In addition, the development of new applications becomes more difficult. Moreover, applications don’t have clear functional boundaries, which lead to considerable functional redundancy between applications and make modifications complex and resource intensive. To address these serious constraints, we propose an idea of unified and SOA-based information integration:unified data resource, unified work platform, unified authentication, unified rights management, unified service management, unified information exchange and unified geography support.To different information systems, architecture and programming languages are probably different, owing to which data inconsistency emerges. In order to reduce the expenditure, improve the reuse rate and optimize the existing legacy system, making data format unified and resource shared is a quite vital issue. In the service of fire information integration, as the data becomes increasingly large, resulting in inconsistent data formats and’Information Island’. In order to obtain the historical data more accurately and comprehensively, maintain the overall consistency of the data source, improve the efficiency of information sharing, the paper made research into the information integration of SOA-based fire protection and the realization of unification of the software, which will improve the level of the fire brigade, the expansion of business applications, and the enhancement of software reusability&adaptability full of considerable significance.In this paper, based on the integration of information building and combined with the architecture design of SOA, the structure of the system is divided into two layers:the business software and the SOA infrastructure. Therein, the business software represents the system used by the individual parts of firefighting operations. The infrastructure with SOA is the foundation and supports the business as composition services of certain business process, infrastructure services and ESB. Then the research about design currently moves on two key subsystems:the system of supervision&management, the system of fire suppression, meanwhile, we make a detailed description of the infrastructure-related part of SOA. Finally, this paper studied the information exchange platform attached to the public service platform including two key technologies:the mechanism of message exchange and data synchronization.
