With the constant expansion of telecommunications networks and the expansion of services area, the telecom operators provide more and more service to customers, especially the data service after 3G spreads. With the continuous deepening of telecom management, one of the most significant features of telecom management is that the management mode faced to device and network is taken place by the mode faced to client and service. Quality of service which is comprehensive and reliable is the core issue of service management.The paper is based on the project "One OSS platform to run the service quality management", designs, develops and realizes OSS service quality management system relying on the current telecom service quality management system. The Business Support System operation and management platform studied in the paper is the development trend of future service quality management system.The paper take the basis of research around the world, combined with the current status of telecom business support systems, service quality management system for the overall framework of the research, design and implementation. The main contents of the study include. First, the status of quality of service management applications to analyze domestic and international business and technology related to the characteristics and problems in development, service quality management system and recommend technical direction. Second, the research needs of the target customer and application scenarios, the design function points and business processes, system development and application of foundation. Third, research the architecture of the overall service quality management system, design services, quality management system module and interfaces, etc. Fourth, service quality management system development and implementation of OSS Service Quality Management System to complete the design, development and testing. Fifth, SQM in a typical business application, the actual carriers through the business support system administration, service quality management to achieve the complete workflow.The research and design of the thesis has been completed in the test environment simulation system, and tested jointly in the actual production system by users, the test results show that system performed well and the technical feasibility was confirmed.In the future, the research of service-oriented quality management system for the telecommunications industry will be deeply working with the OSS, BSS, IT, IP and other areas. It will promote the satisfaction and management level of service.
