With the high speed development of China Railway, the railway communication equipments and network increased in a great deal, and distributed more widely, the railway communication system is developing into a high digital and huge network. But, each subsystems are independence. We need a system which can monitor, statistics and manage all subsystems and equipment resources.So, it's necessary to build a synthesis network management system to manage all the subsystems and equipments resources "More better services for railway communication " as the center, to change the management from network-oriented to uses-oriented.The paper give a software construction by analysis of railway communication network management, design the interface, function and features in detail. And investigate the building solution of the system, emphases on three parts what is platform building, network building, and network element connection. First part, discuss the platform building with an example. Second part, compare two deployments which is concentrate deployment and distributed deployment, and then get a optimization building solution. The last part, make greater efforts to tackle the elements connection problems, and then find the best way to resolve it.The main objective of thesis is aimed at building an advanced secure and reliable network management system by study. In function, it can give alarm, diagnosis, location, and analysis etc.; In network operation and maintenance, raise the level of operation and maintenance, and improve efficiency, reduce the costs; In engineering choose a better solution to build a comprehensive, complete, efficient synthesis management system step by step. And take the opportunity of this program, to integrate railway resources and business, and achieve a modern management of railway operation.
